Who is eligible?
To be eligible for the Ryan White Part C EIS Program, the applicant
must be:
- HIV Positive
- Seeking health care in Richland, Fairfield, Lexington and
Newberry counties.
Although we are payor of last resort, some services are available
for clients who have Medicare, Medicaid, Ryan White Part B, Third
party insurance, and other forms of public resources. We
encourage all people living with HIV disease to apply to this program.
Part C Early Intervention Service (EIS) Program
Richland Community Healthcare Association is dedicated to providing
assistance to those persons living with or at risk of HIV/AIDS
infection. We are
committed to providing service to those in need regardless of their
ability to pay. The program provides and pays for primary care
services that are deemed necessary by the eligible person's physician
or are otherwise not covered by the person's health insurance or any
other existing program.

The Ryan White CARE Act is a federally funded program. It
consists of different programs. The Ryan White Part C Program is
and Early Intervention Services program designed to help improve the
quality and availability of primary health care with respect to
AIDS/HIV disease.
Program Services
The scope of services is broad and based on individual needs
assessments carried out by our full staff of qualified and culturally
sensitive professionals.
From physicians to medical case managers, some of the tasks our dedicated team
provide include:
- Primary Care
- HIV specialty care
- Medical case management services
- AIDS Drug Assistance Program (ADAP treatments)
- Drug companies prescription assistance program
- Health education/risk reduction
- Spanish speaking services
- Counseling services
- Medical transportation services
- Medical and medication treatment adherence counseling
- Podiatry services
- Diabetes screening
- Outreach services
- Rapid HIV testing
- Peer counseling
- Homeless and HIV patient advocacy
- Referrals and payment assistance for:
- Oral health care
- Mental health services
- Substance abuse services outpatient
- Housing services

Ryan White courageously fought AIDS-related
discrimination and helped educate the Nation about HIV/AIDS
